Position Description

The Government Relations Representative is responsible for economically acquiring data to support the geographic and product expansion of Explore’s services - maintaining good relationships with state entities and negotiating favorable terms in existing state agreements.  The Government Affairs Representative also monitors progress of lobbyists in states targeted by Explore for the purchase of data to ensure progress toward business goals. This position is located in Explore’s Eagan, MN office.

 

Position 80s

  • Build and maintain strategic relationships with high level state officials with the objective of establishing and ensuring uninterrupted data flow.
  • Represent Explore’s interests at trade industry groups associations and political coalitions.
  • Monitor and identify state and federal legislation and policy trends to optimize the political climate for Explore's products and services.
  • Influence state legislation when necessary which may involve testifying in front of regulatory agencies and state legislatures. 
  • Engage and manage lobbyists in targeted states to obtain desired data and monitor legislation that could impact state data sources.
  • Manage state lobbying ethics reporting and compliance procedures.
  • Manage negotiations with third party data vendors to obtain and maintain access to driver data.
  • Manage the negotiation of agreements for access to driver data, ensuring that terms and conditions are acceptable to Explore.
  • Define the type of data service that will be made available and coordinates the launch of new data services with Sales and Product management teams.
  • Negotiate with state agencies to resolve data quality issues identified during the development or ongoing utilization of Explore monitoring services.
  • Work with and support other internal departments when necessary including but not limited to compliance, new product development, sales and IT. 

 

Qualifications

  • Education:  Bachelor's Degree required, J.D. preferred
  • Years of Related Experience:  5+ years
  • Proven leadership, collaborative and relationship-building skills
  • Ability to develop strategies and proposals to achieve business goals
  • Superior ability to build strong relationships inside and outside the company
  • Patience and tenacity to meet data acquisition objectives working with state governments and third-parties
  • Ability to read, analyze and interpret complex legal documents
  • Excellent communication skills including oral, written and presentation
  • Attention to detail with emphasis on accuracy and quality
  • Background in insurance or data services industry helpful, but not required
  • Ability to travel up to 40%
